How do i start a war with gang memebrs and take over their territories?

You can trigger a gang war by shooting 3 rival gang members while inside a rival gang's turf, which can be seen on the in-game map.

Before triggering the start of the gang war be sure to stock up on ammunition and to recruit Grove Street gang members. I'm not sure how to do this on PC because I play San Andreas on PS2.

You can do it on your own but it will be much easier to complete the wars, especially in heavily-populated areas, with Grove Street members and lots of ammunition and full armor.

Of importance is that you may only start a war during two periods of the game.
The Doberman Mission when you only have the Los Santos Island, But that mission would give you Full Instructions on to do it.
And Later in the game when you return to the Los Santo's island during the Grove 4 Life mission.
Where are you currently (which is your last mission)?

My last mission is og loc where you have time kill Freddy

That's why you can't start a war. You have to reach the "Doberman" mission.
When you do the game will teach you how to do them.

I suggest you do the Firefighting missions (level 12) to make money and CJ will be fireproofed.
Do the Burglary missions (to $10,000) to give CJ infinate Sprint.
Then do the Gang Tags to give CJ a cache of arms in his kitchen.
You can increse CJ's health bar and stamina by RUNNING around doing the Gang Tags.
The Paramedic missions will also increase the Health bar but won't help with the Stamina.

Oh, I should make it clear that Either the Running Around, OR the Paramedic Missions do the same thing of increaseing the Health bar. Only one of them needs be done.

Keep in mind! don't stop at DOBERMAN just because it has the territories, keep going through the game to get that Vago territory North of San Fierro.
