Alright, after playing SA on my XP PRO PC, I have realized that this game plays A LOT better on Windows 7 than it does on Windows XP...Keep in mind that this is the Original V2 game(bought from Wal-Mart #990 back in June of 2005, so there are NO patches available to fix this issue)..anyway, on XP, the sound cuts out a lot...also, here's proof performance-wise: Fraps bench marks: XP PRO PC:
As you can see, Windows 7 is capable of maxing out the game with max AA whereas XP can only handle it on LOW with NO AA..I know those are the maximum settings, as on Visual FX, is goes: "Low, Medium, High, and the back to Low" and AA Goes:"1,2,3 and back to OFF" Just a little heads up that 7 can play games better than XP can, which even I thought would be the other way around-lol
Note: I searched, but found nothing about this..also, there are no page stretches on my Windows 7 PC-I confirmed that with Firefox...Just a heads up. Edit on this note, apparently, it stretches the page on 15.6 inch screens but not on 17.3 inch ones, as it does stretch the page on my XP Pro machine, but not on my Windows 7 machine, yet I do not know how to re-size screen shots, so that is no help on that matter?
Also, note that the XP Pro PC has the latest SP-which is SP3 and 7 has the latest-SP1...and apparently I just posted the screen shot from the Steam version(V3) from my windows 7 machine, yet the Retail(V2 DVD) is the same settings and is the one currently installed on that PC..
So, just curious why there is such a big performance difference between the two OS's even though they both meet the recommended requirements for the game?

Your findings are apples to oranges, so far as I am able to see. To Prove your theory I would require you to use the SAME computer running each operating System.
Please … When POSTING PICTURES try to select 640x480 or smaller for “message boards and forums.” so as to not stretch the forum frame. Or just use a link. Wallpaper sized pictures aren’t kind to the forum frame. I find it extremely annoying to have to scroll across my screen to read this topic.

I haven't tried any other resolutions on my XP Pro PC, just that default one...However, on my Windows 7 PC, I can play with those max. settings on 1600X900X32(Full HD), as that is my PC's max. resolution(and that PC has an HD video card)...with the same FPS as above. I just use the default one, as with the 1600X900X32 one, it lags too much when using Fraps to record...
@lil weasal, I too hate page stretches, so I will edit the first post soon with links instead, so we avoid the page stretches. I still don't get Why the page stretches on a 20 inch monitor and a 15.6 inch one, but NOT on a 17.3 inch one? Just curious?

ImageShack.com has a menu for Picture resizing. Where you can select the size (and purpose) of the upload. I've played the game on XP, Vista, and Now on Win7. I prefered the game play on my Vista System all the settings were max.

Dude, you are comparing an old Core 2 Duo + Integrated Graphics vs an i5 + Discreet Graphics. Additionally, these being laptops, I bet the native resolution doesn't match between the two.
You're basically racing a Ferrari vs a Pinto, and then giving the Ferrari driver all of the credit for winning.

Actually, that Windows 7 one has both kinds of Video cards(an Intel HD and an ATI Radeon HD5470)...The only real difference is the I5 is a Quad core, whereas the Core2Duo is a dual-core(as seen above) and Here, it says the I5 has 4 CPU's, which make it a Quad core, since the Dual core one only says "2 CPU's"...Both PC's are set to "High Performance" settings for both the Power Options AND the Video Card options..Like I said, the game runs in Full HD on the Windows 7 PC, but does not have that option on XP...
That Core2Duo isn't that old, as I just got it in 2008(custom built on the HP website)-it was the ONLY XP machine they had to choose from(and I didn't want Vista at the time)...

To add, Here's proof of San Andreas playing at Full HD(16:9) resolution(V2 game)-check the 19:30-19:45 minute mark for settings for proof: for some reason though, that resolution shows up on my Windows 7 PC(as seen in the video), yet that option is not there on my XP Pro machine(the max. resolution on that one is like 1200X800X32 for some reason?)..Confused and curious.

Well, I didn't know the game could let you choose resolutions above 1280x768x32 or whatever its correct.
I'm guessing that games might run badly even on machines with above recommended specs, due to say, built in GFX cards or old processor, etc.
My machine has four partitions, one for Win 7 Enterprise SP1 and another for Win XP SP2 (forgot which kind it is, and I can't connect it to the internet). It seems that playing with the bad specs mentioned in my sig, Win XP felt a lot faster. I'm unsure of this though.
So if I were you, I'd make an extra partition or use an existing partition to install either Win 7/Win XP on, then I'd see how it runs on both OS, using the same hardware, and figure out if both OS are equal at running games or not, and which one plays it better.
And its irrelevant but Win XP played all Angry Birds (except Rio, I don't have it) faster than Win 7 did. I'm unsure if its a system issue or a program interfering with the game or some weird memory hog process.
And not everyone played IV either. I didn't play it cause this piece of s*** wouldn't handle IV.
