the roman death scene is defiantly the most emotional and also killing dwayne was quite sad. and the darko brevic scene was the most touching and also powerful Gta Scene. and also on the introduction when cj mom gets killed.

Nothing can compare to the death scene in Red Dead Redemption in my opinion, but if it were down to GTA games it would be the drive back home after That Special Someone in GTA IV, when Niko and Roman are discussing what happens. It's chilling.

Probably the most emotional scene from any of GTA series is the Deal mission of Mr. and Mrs. Bellic, wherein Roman died at the hand of that assassin and Niko starts to mourn the death of Roman, such emotional
My saddest moment comes from GTA VCS where you have to save Louise from Amando Mendez in the mission Light My Pyre that cutscene is probably the most saddest cutscene I've seen in a game
One that hasn't been mentioned in San Andreas when CJ gets annoyed with Toreno asking for one last errand, then Toreno says he just wants CJ to go pick up sweet
Louise's death Vic's death in beginning of Vice City Carl killing Smoke and the conversation afterwards Carl being sad about killing Ryder on "Yay Ka Boom Boom" cutscene
