Go here to see the editing in action and here to see finished modding. I'd do a search or something for that sort of thing. Good Luck

Nah. In high school, I went by T-FAD. Was always my nick. When I got into GTA modding, I was at the time outlawed from the internet, so I had to try and be as untraceable as possible. Demarest (from Wishmaster) was a name/figure I loved and had never used before. Now it's more infamous than all my other names combined
Anyways, when shopping for a site some 6 years ago, tfad.com was taken. So I added the S as if it were possessive as in the .com of tfad

All you need is the will to see it through Oh, and a patience to work withing the confines of the GTA3 engine. It's not exactly the loosest platform.
Do you know what kind of modder you'd be? You don't have to choose a niche, but most people have one naturally. I'm a programmer, so coding was naturally my thing. Nevertheless, here's how I did it and many people regard me as knowing what I'm doing. Not entirely true, but here's what I did that DOES help me to understand many aspects of modding to varying degrees:
First things first, backup your GTA3. This is as simple as copy/pasting your entire GTA3 folder. The new one will be called "Copy of..." Change it to something like "GTA3 original". Now search that folder for *.* and it will return all files in the folder. Right click in the search results and select "select all" (or hit Ctrl+A). Now that they're all selected, right click and choose properties. Check Read Only. Now this original folder will act as your backup. That way if you screw up some files, they're all right there for the picking.
Next, download a bunch of mods. Grab some map mods, some player mods, some texture mods, etc... A great place for GTA3 mods is the WIP. Useing them is fun so long as you do it right. Most come with instructions telling you how to do it. If not, stick to ones that do for now. As you install the same types of mods over and over, you'll notice they all have you alter the same files and with the same tools. This is a good way to learn how and what to use to change what in the game.
Next step? Run rampant! Start modding the hell out of everything. Modify some of the text files for car handlings, change some textures, etc. As you do this, you should begin to notice that modding some things are more "you" than others. That's probably the area you should pursue. If you have any questions, we have the best modding community on the web. Just be careful. This being the largest site, we get a little elitist over there. However, if you show that you're serious and at least willing to try on your own (this includes useing search and consulting the existing pinned topics), we're usually more than happy to help out. Any more questions, shoot

Already too eager As I said, the mods will have instructions. Different modding requires different programs. Doing it for yourself is not only more enjoyable, but you learn it faster.
