Creating an interior cell like gta, for gta sa

Player Hater Group: Members Joined: Aug 27, 2012	I need a tool I can create an interior cell for a non player home like in gta 4. I want to have n easy access door that flips in and out so technically it would be an exterior cell, I've been looking for a tool like the Garden of eden creation kit for fallout 3 but there doesn't seem to be anything that comes close, but any ideas?

basicly you need just notepad.exe to edit the neccesary datafiles
a big help is the MEd
