Some audio track owner is telling R* they cant publish this on the PSN due to there audio track. Heres the story from grace chen the PSN store manager:

No! They can't! Also I believe the PS2 classics are just emulated ROMS anyway, so they aren't changed at all.

An audio track? Almost all of them were made by frickin' Rockstar themselves. This was the reason for Episodes from Liberty City being delayed for a month from coming onto the PS3 (from March to April 2010) if I remember correctly.

Seems it is just delayed, always happens with PSN titles and old re-releases. The ratchet and Clank trilogy got pushed back 3 times before releasing in stores and on the PS store. GTA 3 will come don't worry
I think, indeed hope, they release the III trilogy in the same way as ratchet and clank - with trophy/achievement support and sh*t. (ccrogers15 said but the whole trilogy, VC and SA too)
it will come, don't worry. My theory/hope:
GTA III - re release sometime in august (hopefully)
GTA VC - bang on 10th anniversary
GTA SA - free with V (maybe a special edition bonus or some sh*t) and for normies on PS store on the day

Yes that song. the one that was only on the PS2 version and trailers.

Yeah, Rockstar accidentally submitted the original build of the game which includes that song, and it's been flagged like mad again, so now Rockstar has to re-submit the WHOLE GAME as the Greatest Hits Build instead which didn't include the track.

I expect them to make a note of this otherwise we're going to get Lionel Ritchie causing problems for Vice City followed by the Haitians!

i said usually, most ps2 classics come on wednesday, that's what I noticed

What country are you from? Because in the united states PSN it comes tuesday. I currently own every ps2 classic in the store because they all interested me. Ive kept track of them and they all came on tuesdays.
