No, he and Vic were saved at the Little Havana hospital. Lance was able to fly and so, he took the helicopter on Tommy's roof and flied it to the hospital to get patched up while Vic was saved after Phil Cassidy was going back to his old place and saw him lying on the ground with Harry & Lee. While the mobsters were dead, he was taken to the hospital and officially left the crime life after that to live in place somewhere outside of Vice City. Lance Vance went to San Andreas and started a club.
