The Heist missions, marked on the radar and map as a $, are unlocked after passing the Explosive Situation mission. Take a look at the Mission Tree. If you meant that you don't know where they are, you need to enter The Four Dragons Casino.

Did you do the Flying School? "Airplane" Icon at the Verdant Meadows Aerodrome.
The Heist mission set are in the Four Dragons Casino to the right.
