PS2. Vice City was the first 3D GTA I played and it remains my favourite. I grew up playing the 3D GTA games on the PS2 so it just feels right for me to continue to play them on console. Also the PS2 version had tear gas which was really fun to use at times.

I've had the PS2 version since VC was new. No not the butchered, censored Australian version. I got it from the U.K, but earlier this year I decided to buy it on PC since it was fairly cheap and wow what a world of difference. Never played the Xbox version, but out of the PC and PS2 the PC version is definitely better.
I have GTA VC on the PS2 and the PC, and I'd say that the PC version is better. The one thing that really frustrates me with GTA III and GTA VC (on PS2) these days is that you really can't rotate the camera unless you hold down L1 or stand still (which goes to a first-person view). With the PC version of GTA VC (not sure about GTA III), the camera rotates with your aim. It's also manual aiming, and that works much better than the clunky auto-aim of the PS2 version, and the Minigun is actually useful since you can aim at helicopters or cops as you please.
Now, if you're feeling nostalgic, there's always an option to set the PC version to the PS2 controls (auto-aim and camera). That option is also required if you plan on robbing stores.
