 [Q] Sirens on a civilian vehicle?

I know that you can enable ELS for civilian vehicles, but can you enable sirens for civilian cars?
Like, if you want to add a second firetruck into the game, and if you want sirens to work on it.

How do you get that to work?

Second question,
Can you make a vehicle follow you when you drive with Simple Native Trainer or something?
