Well some light might go through the fences in the gaps and some light might go through the shrubs..

No what he's saying is GTA IV does not have dynamic lighting on fences and stuff. The light from the headlights just ignores most objects and clips right through them. But back then RAGE was still new. Seeing the advancements in RDR and Max Payne 3, GTA V is obviously going to have some very advanced lighting. So I wouldn't worry about that.

Haha it was a pretty S*** reply.

Infact ignore that reply, i've not really noticed light effect through trees etc. I'm sure light occlusion and collision was a feature of the ENB graphic mods wasn't it?

For some objects, they had developed a headlight specific shadow effect but dropped it later for better performance it seems. That option is available in PC version but it is a resource hog in an already resource hog of a game.
