A little to east from Kaufman Cabs there's a billboard saying "R* Lax". In some safehouses there's also cans of Sprunk (remember the drink advertised in San Andreas?) on the kitchen.
Eh, I know i bumped this, but I (and Greene, who initially noticed it ) found that Armando Mendez bears a striking resemblance and has a similar personality to Scarface's own, Alejandro Sosa. I guess this could be an easter egg, if you want to add it.

the first is: Armando is a carbon-copy of Alejandro Sosa, from Scarface
the second is: That both Armando and Diego, is in the name of the famous Argentine football (soccer) player, Diego Armando Maradona. (credit gohan_14 for that one)

Les Beans from GTA: Liberty City Stories is back in GTA: Vice City Stories. You can find Les Beans in Downtown near King Knuts. There should be a Streetfighter motorcycle parked around there.

Also the Hitmen from GTA: Liberty City Stories is back in GTA: Vice City Stories. You also get to use them again in GTA: Vice City Stories multiplayer.
Plus that movie billboard called Short Deal Don's Revenge you see in the window in front of your safehouse in Vice Point, the movie title has the same font as Liberty City Stories.

And, sticking with multiplayer, the VCPD cop character's name is "T.J. Sucker'' and obvious satire/spoof on William Shatner's cop character, "T.J. Hooker", from the series with the same name.
