I recently downloaded this program called gtasa ultimate editor and when i went to open it. it said error "dx8vb.dll" is missing from your computer can someone please tell me how to fix this

Yeah, it's a common error. Download that file here and put it in C:\WINDOWS\system32. That should fix it.

In Your haste to post You must have missed the Bottom Main Menu choice for MODDING. And obviously the Banner lettering:

Where You click on the underlined words. That’s where You can find Players who ARE dedicated Modders, they are more likely to give You some assistance!
Be careful to post in the correct forum topic, as they can get persnickety about that.
