I read and googled alot about changing skins, but most of them are custom mods like iron man and crazy stuff.. i'm not trying to that, i'm simply trying to play as some peds, like SF rifa gang members, army guys, police etc. How would i do that?

I suppose the easiest way would be to use the IMG Tool. I haven't worked on III Era games in such a long time, that I can't remember if the whole fat/thin and skinny/muscle f*cks everything up.

- Open gta3.img
- Extract the DFF and TXD files of the desired character (pedestrian or other NPC - whatever character you want)
- Delete current "player.dff" and "player.txd" from gta3.img file
- Rename the character files you extracted to "player.dff" and player.txd"
- Add *new* "player.dff" and "player.txd" to gta3.img
- Save
- Recompile

Now when you start the game, you will immediately spawn as the character you selected...

*** Make sure you back up the original player files though, just incase you want to re-use them later on ***
