So after you finish all the robberies in Las Venturas all you need to do is the races, pick up horseshoes, those clam shell thingies, and find the rest of the tags and spray it up.

So the tags are only in Los Santos right? Sorry I'm new here.

Yes,
The Gang Tags are all in Los Santos,
The Photo Snap Shots are all in San Fiero,
The Horseshoes are all in Las Venturos.
BUT you should have collected them as soon as you were in the Areas, the whole reason for them is to give CJ a Cache of Arms at his headquarters.
The 'clam things' Oysters are all over the state of San Andreas, they should have been collected as entered each area, to make the Girlfriends more friendly.

The Photos and Horseshoes also give CJ 100,000$ when each group is completed.

After the Las Venturas missions that is not the end of it. You need to take back Madd Dog's mansion and other missions like take back gang territories (you need at least 35% of territory to unlock the final mission) which is 'End of the Line'

He's either referring to the Burgulary missions (Which can be done in LV) or the Heist Missions (Which can be done even after the main story is over).
So he could've possibly completed the main storyline, hence why he is saying he just needs the collectibles.
