You won´t see much improvement if these would be in better quality. You get much bigger file size with a little, if any improvement.
Gif is old, and pretty much obsolete format these days, and because 64x64 is the limit it´s only rational to optimize these.
Did not put stroke because it would leave even less room for actual video footage. These videos are 16:9 and something will always been left out because they need to be cropped.

If .avi format was allowed, then I would do a double-pass encode with a good encoder.
