So I just got pretty lucky and managed to snag a FIB Buffalo for my parking lot and now I'd like one of the vans to go with it but I've been trying for a while now and have had no luck. I was hoping one of you might know where one might be parked or if there's a mission I could replay and steal it from there, or even a more simple strategy than getting a bunch of stars and trying to steal it.

Any recommendations? I'd appreciate any help.

There's 2 ways I know, but they require for you to do some work:
1. If done all the story missions, call Henrique for one.
2. Shoot all 50 seagulls all over LC but mostly Algonquin. Yusuf then messages you that you can use his tank at the construction site marked by the "Y".
3. Cheat

Try to replay mission Going Deep or steal one from bridge blocks at 4 or more wanted level stars

Already shot all of the seagulls. I want the van not the APC =P

To replay missions I have to beat the game first right? I haven't done that yet unfortunately.

Looks like I need to steal one from a bridge at 4 stars. Hope this goes well.

I keep reaching 5 stars but no vans are showing up at all. Haven't seen a single one. Very frustrating.

Even on the bridges they're using Police Cruisers instead of the vans.

Go to the airport, you'll get an instant 4 star wanted level there.
It's big and open, so you have a good chance spotting those vans when they spawn.
But watch out, the guys in the van are armed with MGs, assault rifles, Shotguns and SMGs, and they will try to drive-by you.
That thing also is bulletproof and has a bulletproof windshield, so try to make them stop first, then kill them when they leave the van and jack it.

use a cheat

1. go to airport
2. be sure to use an apc and shoot the fbi and lcpd
3. when the van comes cheat repetidly when the cops come out
4. if the cops are out jack it and cheat again
5. get out of the airport and cheat 1 more time then put the health cheat (ice cream truck cheat)

I need to do it without using cheats. Cheats prevents you from either trophies or 100% completion or something right?

Wow...

I just drove all the way to the airport in my APC, drove right through the barricades without getting a single star, then while trying to get stars they somehow blew up my tank.

I still had a little hope when I found a van nearby but while killing the guys that came out of it I blew the van up as well.

In other words, the van and the APC both are pretty useless. Didn't seem to take much for both to blow up.

BTW, what's this secret gift in the glove compartment of Yusuf's SuperDD that he was talking about?

As well as Yusuf's Buzzard (He sends you a Text Message).
He also sends you a text message around 1 minute after you kill All 50 Seagulls, as a Gift,
you get APC at his Construction site .
Golden Uzi, Golden Super Drop Diamond and Golden Buzzard are the main gifts in the game,
APC at his Construction site is just a Bonus gift.
You can easily call Henrique for it, so reward is almost useless, but not completely useless,
Especially if you haven't finished the story!
It would be better if APC was Golden as well! Now that would be cool!

Yeah, I thought it was pretty stupid that I went around and shot all the seagulls for the APC when I could've just beaten the game and had Henrique bring it to me for nothing.

There's no easy was w/o cheats, so you'll probably be killed if you try.

Actually, there is.

The mission "Going Deep" pretty much begs you to leave in one. All you have to do is make sure it doesn't blow up and you're all set.

Oh, I remember.

It depends how close you are to the end. That way when you finish you can do it, steal the truck, and park it in a yellow space.

However, you'll fail the mission I think...
