Problem file re-spawns

Square Civilian Group: Members Joined: Jun 21, 2012	I deleted the file gta_vc.set from the directory GTA Vice City User Files because it seems to cause trouble to the game. However, I later went to that folder again and realized the problem file had re-appeared. I was puzzled. I removed the file once again, but it still re-spawned. This is becoming annoying because I have to delete it regularly. I've unsuccessfully tried emptying the Recycle Bin. What is the matter with this file?

Time Killa™ Group: Zaibatsu Joined: Nov 26, 2009	That file will keep on being automatically created each time you play Vice City. If you delete it, play the game, there will be a new one.

Vice City Area Group: The Connection Joined: Sep 27, 2003	Your game settings are saved there... so yes... load up the game and it will be created. It will have default settings initially. Any changes you make from default will be stored there. Some times the settings can booger up your game in which case it is recommended to delete it if your game is not running right. Hope this clears it up for you.
