Because [some] addresses in each exe are different.
btw, the "illegal exe" is more used for modding, people don't like to insert a disk everytime that will play.

+ about 90% of mods are made for v1.0 US Hoodlum No-CD crack due to it's easy availability, stability and the fact that it already has dozens of memory addresses searched for it.
