You don't need to buy any cars. Almost all cars are available to be stolen, either driving around on the roads, or being parked in specific places. You can find here a guide with all cars of San Andreas locations.

Yeah, they're unlocked after completing the Are You Going To San Fierro? mission. Here are the locations.

about buying cars, yes its possible with importing cars but only those that are on the export list and cars that are seen in Wang Auto's missions are allowed to be bought.

Actually, you can technically buy - import - vehicles from the Export/Import ship in San Fierro.

You need to go to the board which lists the wanted cars for export, then a menu allowing you to import vehicles will appear. Note that the car you can import depends of the day you are in game and the cost is different from a vehicle to another.

Yet again, this can only be enabled after completing a few missions after you buy Wang Cars property.
