He said that he went to the city to try a new life, so it seems that no one forced him to do it. After a crash in what he was doing, this was his only option. Maybe he will arrive the city in a sexy sport car and in a very lonely mood, thinking about what he left behind and in what his life will turn. Then, you will call a friend or someone from your interest that will give you a mission. Or better, you will pick up your friend at his house and he will take you to a tour around the city, just like it was in GTA IV. But obviously, you will see a city completely different from what you thought. A city full of poor people living behind the bridge and dirty streets forgot by the government. You will see people committing crimes in every single corner, and then you will realize that things will be different, because "you know how it is...". Ha, that is too good to be true. I really don't know how it's going to be, but coming from Rockstar I'm completely sure it will amaze every single fan of the series.

I don't think we'll be 'arriving in a new city' in V. I think the protag has been living in Los Santos for a while.
It would be pretty cool, if there are cutscenes that explain what happened in the Protagonist's past (that led up to him moving to Los Santos) sprinkled throughout the story.
(*For the sake of explanation I'm going to say Ned Luke is the main character*) After a few missions, an 'N' pops up on your mini-map. You go to the marker, which is at a bar. You watch a cutscene, where Ned walks into the bar sits down and orders a drink. He hears something on the TV that makes him think back to something that happened in his past. You watch a cutscene of whatever it's related to, and suddenly you're controlling Younger-Ned. You proceed to play through the mission, and discover what happened.
Clarification for people who might have forgotten, or are blinded by rage. I'm not suggesting that Ned Luke is the protagonist, I was merely using him as an example.
