I just want to share with you how to get nice performance with nice quality, some of users here are familiar with the problems, but some not, that's why i wrote this. Let started from beginning, just like the games (IV and EFLC) are fresh installed no matter what is the windows (old or new).
The first thing after installing of the games is installing of the patches, I recommend the latest 1.1.2.0 for EFLC and 1.1.7.0 for IV, then update games for windows live (GFWL), people with win. XP must update and ''microsoft net framework 3.5'', now the games are ready and the annoying things begins. Find and install the latest video drivers depending from series of your video card, also update and directX it's important.
Do not rush to run the games, you must have three programs about OC performance, program for cleaning of registry, program for defragmenting of HDD (hard drivers, this program is most important) and program for cleaning of unnecessary files and folders from HDD also and Game booster (program which stop the unnecessary processes) if you don't have enough RAM memory.
Advice for people with ATI graphics card Radeon HD 3xxx, 4xxx, and 5xxx series : Open Catalyst Control Center (CCC), go to Gaming then 3D Application Settings and make all like this:
SMOOTHVISION HD: Anti-aliasing - Use application settings SMOOTHVISION HD: Anisotropic Filetring - 16x (in game, Graphic settings make your Texture filtering - trilinear) Catalyst A.I. - Disabled Mipmap Detail level - High quality Wait for vertical refresh - Off, unless application specifies (in game, Graphic settings make your Vsyns - on) Adaptive Anti-aliasing - Disabled OpenGL Triple buffering - Disabled
Press SAVE button above and find the directoriy of IV start application (not from desktop) and then for EFLC now you have 3D applications profiles of the games.
Run the game (no matter IV or EFLC) set your Graphic settings (dont' forget about texture filtering and Vsync), remember the Graphic settings and remember the first number below (300/1024, 422/1024, 650/1024 ...) you'll need from this number to get rid of popping texures and exit the game.
Go into directory of the game (no matter IV or EFLC) where's start application, right click on the mouse and create new text document with name ''commandline'' and into this document write this:
-reservedApp 0 (this is only for people which have 64 bit of windows !!!)
-memrestrict now here you need a number you'll find it like this, for example i'll use 422 double multiply it with 1024, now 422*1024*1024 = 442499072 so this's the number, most people make mistake because they put too high number and then after 5 min. of gameplay all textures disappear or get double popping and blurred textures.

Before run the game you must open you C disk and go here C:/users/name/AppData/Local/Rockstar games/GTA IV/Settings (About this watch in youtube how to view hidden files snd folders in windows)and delete all files there. Then run the game and set your graphic settings like i wrote above with the same number at /1024, play it around 30 min. and if you get nice perormance but popping textures are still there then increase with one the second number from memrestrict number like this: 452499072 ... 462499072 ... until you get the best quality of the graphics and performance.
