I was trying to complete the vigilante missions and I made it all the way to level 12, killed the last criminal, heard the audio mission completion sound and then the most awful bullsh*t happened. I tried getting back into my vehicle and got knocked over so I got busted.

How do I know if I passed or not and got my armor doubled?

Check the stats.
if the music played you have it.
The Bar doesn't get any bigger.
Personaly I don't think it's that much of a big deal.
Seemed to me the Foes were slightly tougher and more of them. But, that could be me.
