Funny enough, there actually WAS a conversion of the San Andreas map to Vice City, which can be found here. Though the basic map was finished, unfortunately, they were never able to make paths, peds, etc.
Really? Well that's funny. Cause SA has paths development files that work according to VC's vehicle paths structure. They were leftovers in the data maps folder. You can even import them with a VC path importer in 3ds max.
