Is there a way to increase the number of gang members appear in some areas, because i know the edit the pedgrp.dat method, but it removes other peds from areas. And how can i increase the splash damage of rockets, i would like them to increase blast range to 3x.

For weapon > try editing Weapon.dat by using the In given file help or use GTAMODDING.com
Gangs > adding new gangs seems to be difficult. so, choose an area & create Actor of selected mods at Random place in it,
then set their Behavior to a Gang Level
