I have done the glitch to gain more territory but gang members do not appear. Is there anyway to make the gang members appear in the new areas so I can provoke a gang war? If not is there a way to change all of the map to Grove Street Family territory?

If you are talking about the flying off the map glitch, that only works on the original san andreas cd (2004 version). That glitch does not work on the special edition, greatest hits, or trilogy cds.

The other way requires a ps2 cheat device: ar max, game shark, code breakers. If you have one of those check ric-013 cheat device topic for the different gang turf codes.

I have the 2004 original disc, I've done the glitch but no enemies appear in the rural terrotories so I'm wondering if there is a way to get the enemies to appear

There is no way for any gang members to appear in certain areas besides using a cheating device like armax etc.. these areas are mostly rural turfs, but there are several territories outside cities where gang members may appear for example:

Bayside, Bayside Marina, Octane Springs (only weekends), Quarry (only weekends)

I recommend you use the Territory Glitch that uses (ARMAX/CB/GS). But if you don't have a code/cheat disc then use the SATCHEL CHARGE(C4) GLITCH.

I don't recommend you to fly way off the map, the density is weak and you only get one wave of attack; plus weird peds/drug dealers appear in places you usually don't them.

Pardon the bump, I just want to set some things straight. Since the OP failed to specify his methods, I'll explain the only (so far) known of methods:

-The fly off the map method: Acquire a plane and fly for a few hours off the shoreline. The longer this is done for, the more territories that will arise. All are low density (01) and spurs one wave of attackers wielding bats & 9mm's.

-The satchel method: Wait for a territory to come under attack, cover the attackers with satchel charges, leave to a non-gang area and detonate. The density will range from 10-14.

The problem is, some areas will not spawn gangs regardless of whether they own territory or not, due to the gangland zoning. The only way to resolve that is rezoning with cheat device (AR-Max, Codebreaker, Gameshark) codes, not button cheats. Button cheats will make gangs spawn, though it makes many spawn, not just the territory holding gang. Even then, it's temporary.

Some raw codes by Ric-013 (which need converting), though remember to select the one in accordance with your game:
