Temporary cheat device codes can not be made permanent. These code alter data that is not included in the save file; they change data in the executable or other data files. To make these types of changes permanent you would need burn a new disk, which wouldn't run without a PS2 with a mod chip, and I'm pretty sure any practical application of this technique would violate the TOS of GTAForums.
