And the guy here used a quad core CPU and if you use a 6- Core CPU then you can play with more FPS.
The only thing you need is to patch the game with 1.0.4.0 (Patch 4) or 1.0.0.4 (Patch 5)
(Note - Don't use Patch 7 or 6 because they make this game too slower)

CPU- Intel® Core™ I7 2700K 4- Core (Turboboost-Enabled) @ 3.90 GHz
CPU- Cooler- Cooler Master® V8
RAM- Corsair® Dominator 8GB DDR3 1600 MHz
GPU- EVGA® Geforce® GTX 590 3GB 768-bit GDDR5
Motherboard- ASUS P8P67-M LGA Socket-1155
PSU- Cooler Master® 800 Watt

(Note- The PSU should be atleast 800 watt because the GTX 590 would take so much power to max out GTA IV)

I'm very lucky that I have a GTX 590 3GB GDDR5

Either you're a troll, or terribly misinformed. Maxing out a game is one thing, but maxing out a game at a smooth framerate is another.

Any newish graphics card can theoretically capable of running GTA4 at highest settings, but not at a framerate which is enjoyable. People buy higher-end graphics cards for smoother framerates and overall gameplay. The GT 520 is not capable of much more than 15fps average at 720p on max, which is considered a visibly unsmooth experience. Sure it can probably run the game at 45fps at rare times, but that'll only ever be when looking out to sea or at the sky ingame. Not average, don't kid yourself.

I wouldn't recommend anyone get a GT 520 at this time if they hoped to play games on highest settings smoothly for a few years to come at 1080p.

You don't even need a 700 watt PSU to max out GTA IV on a GTX 690.

Plus what OTB said is true. I'm pretty sure you're playing at 720p, with 20FPS at most. It is playable at that framerate, and that resolution. 1080p would be another story.

What's your point? That video is of the game running at 1024x768 resolution.. and it even says in the description:

Fraps ON-10 15fps
Fraps OFF-15 25 fps

Not to mention all the visual artifacts caused by trying to max the game on that card (slow texture loading.. stutter).

If he had did that, it would've shown in the end of the post.

Just turns out to be running at 20FPS or around that, at 1024x768 res.
