In the mission "Learning To Fly" which will be unlocked later in the game, after passing all the mission from San Fierro and half from the desert. The Flying School is available in Verdant Meadows.

At the bottom of the Page for uploading your save games to be completed in the "mission help" forum there is a CLICK that will show all the missions needed to complete the game (including some optional ones).

Many questions can be answered by using the SEARCH feature under Forum Tools in the Sidebar.
