It gets to "Use of this software is subject to..." screen, then won't go any further.
I click LaunchGTAIV.exe, skip login to R* SC, screen goes black, goes to the first screen, then to the use of... screen, and stays there

Again, buy the game. See if it fixes. If you tried everything, why don't you try to install whole Windows 7? There is something which is bugging your game.
