I think he's talking about the new banner that's available in the updated default skin. The new skin is on GTANET 2k4+ (default skin) & the old one on the simply GTANET 2k4. I don't know what skin you're using Butters, but go here and select the other skin from the one you're using.
Here are the differences.

GTANET 2k4 (Old Banner / Skin)	GTANET 2k4+ (New Banner / Skin)

Ah yes, I remember seeing this mentioned sometime back now, but always thought it was just a random update to the banner. I seriously still feel V2 is false.

Anyway, back to using the #cake skin.

@Butters: The staff is right, you don't know what are the changes. They are having some hidden sections like an OGA. It's only visible to those candidates who are helping in GTANet V2.
