Is It If The Credits Come Up That The Games Complete And I Have No More Missions On My Map + No One Calls Me, But It Isn't 100% Complete Because I Havent Found All The Hidden Packages.

If you have completed the mission The Sicilian Gambit (the last storyline mission) then yes you have completed the game however your overall percentage wont be at 100%. For this you need to do things such as the hidden packages, side missions and odd jobs. You can find a full list of these here.

Simple checks to see when you have 100%.

Load your game, when you are picking out your save it should say the last completed mission next to it, if it is not the sicilian gambit, you have more to do. Also, check your percentage in the pause menu, and stats.

You should also have the Cox Mascot Outfit unlocked !
From what I remember it doesn't count towards 100% completion, but it's still a task that has to be done if you want to complete everything...
