 Why isnt GTA IV EFLC running?

Hey!
Im running on the following machine that has ran GTA IV EFLC before:
AMD Phenom I x4 2.8 Ghz
3GB DDR 2 ram
GTS 250 1GB

Im running from a complete fresh install of Windows 7 32 Bit with C++ Rest 2005 and 2008 along with .NET 3.5 and 4.0 installed. I have also installed Flash to make the main menu happy to no avail.
Heres my issue:
My EFLC disks have been misplaced. Having only the serial key and a backup of the game on my external hard drive (Which is fully working because I have used it on my iMacs boot camp partition, granted there was already a working copy of GTA IV on there)so I dragged it over to program files and launched it just fine... Until the Rockstar Logos finish showing. Then it just crashes with this error:

Thanks anyway.
Just thought I would mention:
I have my machine with a 250GB HDD. Primarily, I am a Linux user. I didnt think I would want to game so I installed Ubuntu fist instead of Windows (You cannot install Windows after Ubuntu for some stupid reason) first which means I cannot have Windows on my main HDD.
So I dug out a spare IDE HDD and installed it onto there and made a partition for all my programs and games on my main HDD.
Is it having trouble finding the needed frameworks or something?

Try using xliveless. Besides, could you tell me where you've got the game from?

The Game 3 years ago. Believe me, it used to work. Xliveless isnt an option as I want play MP with my bro.
PS I cannot even update the game with a patch because of missing registry keys.
Oh well.. I have a copy of it on Steam thats over 14 GB big to download on the worlds slowest connection. No problems there...
Bugger.
I dont suppose there is any other solution is there not?

Ok.
I wont be able to do it for a week as I am now on holiday, but do you think that will help? Its a fresh install of Windows.
