GTA IV BSoD during Setup

I bought GTA IV for PC today. When I was running Setup, it ran to the end until it started installing some WMP components. Then I got a BSoD which asked me to check for sufficient hard disk space. I checked, all my drives have over 8 GBs free, and F:\ (where I was installing GTA IV) had 19 GBs free. The game had been installed to the folder but the registry hadn't been updated and I wasn't able to run the game. Even after another attempt to install, the same happened. Then I browsed to the DVD, and tried to install umdf.exe, wmpappcompat.exe and wmfdist11.exe but all of them gave the same error: "Not enough storage is available to process this command"
I'm running Win7 Ultimate 32 bit, 250 GB HDD, 3 GB RAM, 2GHz Intel Pentium processor, Intel HD Graphics.
Please advise on how to fix this.

Got it installed somehow by running the setup again, however I still can't install those 3 exes...but now there is another problem: textures are all missing. I can't see buildings , or even the floor, I just see the car, some water below and invisible obstacles when I try to drive my car. I know my specs are pretty weak but I can run CoD 4, 6, Crysis, NFS Shift and other high-graphics games with decent FPS. Only GTA 4 is giving me problems. I did a Google search, turns out many people are having the same problem, but no one knows of a sure fire solution. P.S.: C:\ has 7.19GB at the moment.

@Slavezero: excuse me, but the minimum requirements according to the box are as follows: 16 GB hard disk space, 1.5 GB RAM (Win Vista), 256MB ATI or nVidia something something graphics card. My computer satisifies all those requirements, and its available video memory is around 1GB. It can easily handle other games having the same graphics card requirements, as already mentioned above. Besides, while searching about this on Google, I found that other people having even better configurations are having the same missing texture problem.
