Ok, so today I decided to go around and complete Stevie's Car Thefts, and I've done about 10 so far today, and one thing that I've noticed, is that many of the cars have paint-jobs which I have never seen before in this game.

What I mean is, many of the vehicles have unique colours, and I was wondering, are these actually rare, or are they just randomized colours?

The paint jobs on the Stevie cars are definitely not random, they're the same every time. I don't know if every single one of them is unique, but a lot of them definitely are.

I remember it was during my first time doing the Stevie car searches that I finally noticed that you could press down on the D-pad and see the name of the street you were on and the part of town you were in, i.e. Hove Beach, Northwood, Port Tudor, etc. So damn useful. That was when I really started to learn how to get around Liberty City just like I would a real city.
