History


The Players

• The Bianco Family - The Alderney mafia, still going strong.
• The Ivanovs - Former rival and Russian gang from broker, now defunct.
• The Westies Gang - Powerful Irish gang that incited a war.
• American Paramilitary (B.O.B) - Bitter enemy of T.S.A, once an ally of the Council.

• The Commission - Group of generic mafias which was finally dismantled.

The Alderney Mafia

Throughout the first year of its creation, The Bianco Family had been successfully led by a triumvirate of men. These men were Don Aroldo Bianco, Pazzo Sangue, extremely feared enforcer, and Doc Faustino, faction leader and diplomat. Having headed a successful empire for some time, the Don chose to enjoy his spoils by spending time away from the group, leaving Doc to temporarily pick up the reins. Doc first ordered the death of three men who might threaten the don's standing. But soon enough, the leadership became muddled. The Don had a few loyal men, but many of the crew leaders enjoyed the new ideas Doc was proposing to try to keep the family above ground. Two of Doc's faction leaders threatened to leave if the Don was allowed any more influence. To appease the two capos, Doc requested permission to give these men extra work to keep them busy until an agreement could be made.

The Bianco Family was offered a seat on the Mafia Commission. Aroldo sent Doc in his stead, who was now working as a day to day boss for the Don. Doc felt that someone had to do the job while Aroldo grew jealous of how many crew members looked up to him. Doc rejected many offers to overthrow the aging leader, but it was clear tension was coming to a head. Doc's primary focus was rejuvenating the depleted crime family so when it was left in the Don's hands, it would be strong and ready to fight. Hr promoted two men from Hove Beach, Frank 'The Gent' and an associate, as well as two brothers named Mac Scofield and Tino 'Ace' De Luca to round out the family with new blood.

While Doc viewed this as breathing life in to an elderly family, Aroldo took is as a threat. Doc's supporters feared they may be killed, and Aroldo took the reins back to start changing up the family, which left everyone divided, and no one knew what to do. Since Aroldo would soon take back the family, the group felt it was only a matter of time before they were all expelled and shot. Doc left the decision up to his men, who decided to eliminate Aroldo before he eliminated them. Before it took place, Doc tried to reconcile and urged Aroldo to seek some sort of compromise in his leadership to keep the soldiers happy. The two parted amicably, but nothing came of it. Scott and an advisor, Lefty Guns made sure the hit went through at all cost. Scott was convinced there was no other way, and the Don had been trying to have Doc kill Lefty Guns, so he had his own personal reasons. Mac Scofield took the don to the beach in Westdyke, where he was shot and left to float away in the river. Years later, the Don's faction would admit that they had been planning to kick Doc's white collar faction out.

A New Way of Life

Now leading many of the former mafia soldiers, Doc went to great lengths to make sure no turmoil of such bloody proportions could ever happen again. He told all his officers that if his leadership were to ever become compromised, they had his permission to remove him as leader, and that soldiers would now get more say in the form of a 'vote' so they would no longer feel powerless. The move was controversial at the time as democracy had only ever been the norm in biker gangs. Doc elected to move the headquarters to Dukes and especially Broker, which had long been his territory, with the main office building in East Island City. Thus, they were christened the East Island 'Council', and moved their illegal rackets away from gambling and more and more in to construction. Scott became the group's Underboss, and Lefty Guns the group's Consigliere. Being a non-Italian, Doc Americanized the ranks to project a more professional image. Thus, Underboss became Vice-Chairman, and Consigliere became Advisor to the board.

Doc registered East Island Council as a company name at City Hall. During this time it was not uncommon to see his name in the newspapers as a former mob member who had dropped his button for a suit and a tie. The company soon became one of the largest stockholders in several financial firms, and was given government contracts to redevelop parts of the city. It was, in some ways, still a gang, however. Instead of using guns and knives to fight for gambling turf, the EIC's employees used guns and knives to fight for construction bids and city contracts. Being employed with a company helped many hitmen look legitimate, so it wasn't hard to find people who were willing to kill to maintain the company's wealth. People who the Council needed out of the way were often being shotgunned at the group's sugar factory in BOABO. However, occassionally some men were convinced to commit suicide, as it left no forensic evidence. The method been coined when Doc had convinced Luca Gavino to fall to his death during his time in the Biancos. The killings and revenue that came from the Council made the city's gangs very nervous. The mafia Commission began reaching out to the EIC to find out who had been taking over the city's stock market and construction rackets.

The Westies War

Doc and his friend Samuel had always been bitter rivals of the Russian Ivanovs. Doc had never forgiven the Ivanovs for their unprofessional behavior, and he especially despised the leader. In The Biancos, he had struck a deal with the ambitious second in command of the Russian gang, named Glenn to kick the leader out. When they were unable to do so, Glenn broke off and formed The Westies. In return for his help breaking free from the Russian gang, Doc expected to be friendly with Glenn. But both men were ambitious and began fearing the other. An informant stated that Glenn was going to attack the EIC. An informant stated that the EIC was going to attack Glenn. In all likelihood, neither was true, but when Scott started divulging EIC information to other gangs, Glenn saw an opportunity, and seized it. He declared war.

Most gangs would stay out of the conflict, but Glenn's close ally, T.S.A would not. In response, Doc appealed to their rival, B.O.B. arguing that an enemy of their enemy should be their friend. During the fighting, the armies would fight each other on the ground while Doc and Glenn would attempt to outsmart each other from behind the scenes. All the fighting culminated in Bohan. The EIC and their allies, B.O.B and The Rosoto Family battled The Westies and their allies T.S.A and The Valley Gang. It essentially ended in a stalemate, but there were dead on both sides, and both organizations were starting to crumble.

An EIC employee Tino De Luca was desperate to make peace. He felt he couldn't last any longer, but he was smart enough to know the same was true for the opposition. He sued for peace in a long letter to the other side, and the Westies happily accepted, albeit with many confused gang members unsure of who not to shoot. His successful appeal for peace earned Tino immense respect in the Council, and today he serves as the first Vice Chairman since Scott. Soon after, The Westies crumbled. An EIC lieutenant who had felt sympathetic towards the Irish gang was promptly kicked out. That man was Duke Mancini.

Loss of Liberty

Doc began to feel insecure about any further threats to his life. Instead of directly insulating his criminal enterprise through a Employees, he started directly working with several street gangs who all paid him tribute. During this time they grew to their peak member base of 40 men. Those who had been friends with Duke formed the Lancaster Killas, and kicked up gang money to the EIC. The Rastelli Mafia was merged under the EIC as the Rastelli gang, and Frank brought back his old gang members to do business out of Hove Beach, known as 'Joey', his cousin, 'Charlie' an advisor, and 'Nitro', a driver. Doc reasoned that having so many men around would protect him. They protected him, and they protected Frank, whose hard work hadn't gone unnoticed. Frank was allowed to start making moves on his own. An Alderney bombing that killed a mafia don was attributed to him by the FBI, who had begun to notice the Council's illegal activities.

Around this time the boss of the Mancini Crime Family realized the sharp increase in EIC membership, and the fact that they had recently survived a war. He saw them as a threat and especially hated Doc for poaching so many of his men. Publicly, the two would remain friends. Neither wanted another war. But both men wanted each other dead. To meddle in EIC affairs, Mancini accused Tino and Mac Scofield of trying to recruit his men, and tried to have Doc order their deaths. Doc refused but responded peacefully by asking Mancini to stop. It only made Mancini more angry, who tried to convince the EIC that a man named Cheatulies was going to kill them. In defiance, Mac Scofield befriended Cheatulies and used him to kill Scott, his hated rival.

The EIC made a major alliance with the Rosoto Family, who advised them to uproot The Commission which Mancini ran. Growing tired with the mafia movement, Doc agreed, but became distracted with an internal dispute where the leader of the Rastelli crew wasn't respecting Frank the Gent's Broker group. He ordered several deaths that were caught on wiretap. The government interfered, and although they were unable to get him on murder charges, they had him deported to native Sicily for contempt of court. For 44 days he kept busy doing whatever he could to keep his mind off of Liberty City. Finally, he decided he wasn't going to let his men die in any ensuing war he might be unaware of, and sent them to far west to live in a much safer climate with less competition. Tino De Luca, Ross Simoes, Mac Scofield, Silvio Dolore, Casey Vercetti, Vincent Faustino, and Dantes Washington obeyed. Frank the Gent stayed behind to oversee any more conflicts with the Mancini Family.

After his deportation order ended, Doc sent word to his remaining allies: Dismantle the Mancini Family. By the time he had met up in Los Santos with his friends and partners, the job was completed. The city itself cheered in celebration.


Gantonville

After the migration, Doc would quickly set his sights on the city's most profitable illicit trade: crack cocaine. He spent weeks recording the locations of the most profitable corners and marking them down on a map. Knowing he would have to get his hands dirty, he set his most beloved associates up with legitimate jobs to keep their own hands clean. Mac Scofield and Tino DeLuca earned lucrative government jobs that could protect the operation. Casey Vercetti was given an authority position to handle the gun trade, and Doc's cousin Vincent was sent to form ties with the San Fierro unions. All the pieces were now in motion for a successful future.

Lefty Guns remained by Doc's side for the entire duration of the drug boom. Together, they rented out mansions with ample space for growing marijuana, and would grow and then harvest marijuana plants. Both men became large scale contraband suppliers, with Doc supplying local gangs in Ganton, and Lefty supplying the guns. Both men set their eyes on taking over Ganton. The first to go was Tyler Lane, who had been muscling in on the crack trade when Doc and Lefty were unable to keep up. In response, they hired a local prostitute to arrange for his murder. After the fact, the prostitute demanded extra payment. She was given a severe beating and her boyfriend was gunned down later that night. Another dealer was thrown out of a moving car, and drug runners in Blueberry were warned to 'stay out of our territory'. Doc and Lefty Guns were now kings of the corners. The police of course, watched their backs, and many other dealers paid tribute.

During a routine deal in an Idlewood apartment, Doc was swarmed by the Sheriff's department and quickly placed under arrest with vast amounts of marijuana and cocaine. He was acquitted on all charges, but the heat was getting too hot. He fled to Liberty City and was sure to share a drink with JR Rosoto. But soon he came back. On his return, the drug game was unrecognizable, and unprofitable as well. The primary product was nothing but cars and real estate, which the group found boring. The Council decided to secure its hold on the legitimate world, with Vincent officially joining the Truckers Union, Tino being promoted day after day within the LSPD, and Lefty Guns becoming a millionaire multiple times over.

But Doc wasn't happy. He became depressed, missing the highs and lows of Liberty City. He asked his friends to come back with him and start wroking for his company again. But they were happy working for the city. His friend, Dantes Washington agreed to go with him. He pleaded with his friends, specifically Mac and Tino to come back with him. But they were were stubborn. Finally, after an argument, they rejoined.

Today the EIC stands as it was, only we have learned from our mistakes. Tino was given a larger authority in the EIC and was put in charge of his own subsidiary, the DeLuca Storage Company. Furthermore, the base of operations was moved away from Broker and in to Algonquin, specifically the Eastside. Lancet, Hatton Gardens, and Presidents City are all owned in part by the East Island Council. The membership today is mostly comprised of mature adults. Children and unpredictable 'wildcards' will never today be eligible for membership. If there's any victory we've had, it's longevity. We've outlived our enemies, and sadly, our allies as well. There's a pleasant success in all of that. I find solace in knowing are we here to stay, but we've stayed, learned, and grown as a gang. That's the best success a man can have.

1. Lancet, Algonquin is the new center for lower level EIC operations. At the beginning of their arrival, company employees began creating jobs through local construction firms. Because the public was so happy with the Council, they let their employees get away when they had brushes with the law. For this reason it is considered the prime location for the illegal activities that are masked by the Council's legitimate image. The local base of operations is the Steak Courtyard, a tattered and worn down hangout of sorts protected by Council bodyguards.




2. Hatton Gardens, Algonquin is an upscale neighborhood in a stage of cultural renaissance. Thanks to the East Island Council, real estate prices in the area have risen, and the monument to all its glory stands at the center behind Jerkov's Bar. The Green Building, currently under construction, is a landmark to to what the Council have accomplished. Additionally, meetings are regularly held here by the higher up members of the Council.



3. Broker Produce Company, Algonquin is a fruit and vegetable importation center in Purgatory, Algonquin. After the abandonment of the former headquarters, Twitchin's Sugar Factory, due to a bombing, a large stake in Broker Produce was bought out by the EIC. The Council turned Broker Produce in to a thriving agricultural business. Today the building serves as the primary headquarters for the Counci.

Ranks Legend

Chairman of the Board: The highest ranking member, and the head of the organization.

Vice-Chairman of the Board: Second in command of the organization with high authority. His word carries weight, and can potentially act in the Chairman's place.

Advisor to the Board: The chief advisor to the Chairman, called upon for all urgent matters. Keeps the wheels in motion in regards to allies.

Director of Foreign Affairs: The diplomat of the group who reaches out to fellow organizations and is often tasked as a messenger.

Minister of Finance: Responsible for keeping records and ledgers and enforces the group's democracy.

Bodyguard: Another form of employee that's entrusted with 'security' matters.

Employee: An inside member of the Council. You have all the rights of any high ranking member and we trust you all the same. Able to take on more delicate and secretive jobs from now on.

Intern: Intern is the mandatory beginning stage for all employees of the East Island Council. You'll start out learning the ropes through observation and we'll do everything we can to help you.
