I know that in GTA: SA there where highway road where the (AI) cars drove faster, this made pile-ups very possible when you suddenly stopped.
This resulted in major chaos.

My question is: On what road in GTA IV do the cars drive the fastest?

The Highway in Alconquin. Just near your safehouse.

They still drive there too slow, however.

Try the main highway around Alderney, specifically above the area where the Leftwood Pay n Spray is located.

ive noticed with the traffic that if there isn't a car in front of them, and no car in the lane next to them... the peds drive fairly fast... things just need fixed to the old GTA traffic... where there were some people who drive like maniacs and others who drove normal... lol
