need 1gb more memory at least, maybe more, because its windows 7. check the forum for machines with the same video card -- you will have to set most settings to low and shadow quality to off to run GTA IV/EFLC

I'd buy some cheap ram and some aftermarket cooler and overclock the cpu a little bit, that'd make a substantial difference for little money.

its a culmination of several things:
windows 7 running on a dual core 2.2 Ghz CPU with a video card that has only 32 shader cores and only 1gb of physical ram. i played GTA IV fine with windows vista + 2Gb ram + q6600 + 256mb 8600gt at low to medium (and that was because the 256mb hampered as far as the textures iirc). i am pretty sure if he downgraded to windows XP (or better yet, just installed it on a separate hard drive with game), and installed 1gb ram stick, he would be straight.
