any component related to GTA moding?

Do you want to build a fancy application around the code that actually reads/writes the archives? If so, spark has a command line version.

The answer is basically no.

I started writing a Delphi modding component library years ago, but never really did anything with it. As it turns out, it's far more efficient to simply write your tool, as opposed to writing the components to drop into a tool.
