I think making the river part (water) move would be hard to do, since there are no examples like that in Gta IV

I would like a map that has 17 State Street area and a larger Battery Park.

Or maybe New York also and have all three cities. They aren't that big.

If I knew how... Cuba especially would be pretty awesome, off-shore somewhere far away.

If I can send a professional the game files for the city, could they try open it up and convert it into GTA? Any takers?

You know what would be great?

The GTA Las Venturas. Not San Andreas only LV
so that they would put more work in LV than in other parts of SA.
