Hello!, I just installed GTA IV on my laptop and the game is running fine, the only thing is that the map doesn't load, I only see people and the lanterns, it may be because my laptop doesn't have a graphics card.

Yes, you are going to need a (good) GPU to run this game properly. In absence of one, you can maybe make do with patch 4 or patch 1, xliveless and memrestrict.

I heard that if don't have a graphics card the game runs very slow, but my game doesn't lag or something, its just the problem with the map

The problem is the following: your game runs OK because nothing is rendered. So you're getting OK fps, but you can't see anything as your system fails to keep up.
