You probably need to get 45 points at the Rifle Range at the Ammu-Nation in Downtown.

That's the most common thing that is left by the players.

My score at Rifle Range is 82. Accuracy was 84%.

This is the score during the mission "The Shootist".

You have to do it again, after the mission, getting 45 points, despite that the game will tell you to get only 30 points.

Ditto on rifle range--- 45 is pretty difficult on consoles-- somewhat easier on PC.... this is the most frequently missed thing for people going for 100%

Score of 45 unlocks fast reload on your weapons..... you can check this by getting a submachine gun and hold down the fire button... when a clip is emptied tommy will reload--- if you see him reload--- fast reload is NOT unlocked meaning you did not get the 45 score yet.

If fast reload is unlocked-- there will be a short pause when tommy empties a clip but the reload animation will be disabled...

If this does not get you 100%, check the link in my sig... it is a checklist that narrows down everything left that would leave you at 99%-- some things (such as the rifle range) are not in your stats.... my checklist will tell you how to check everything (stats or not in stats)
